The Florida Building Code places the coastal edge of this region in a high-velocity zone with design wind speeds around 150 miles per hour, and the storm record is not hypothetical. Hurricane Michael came ashore as a Category 5 with 160 mph winds in October 2018 and flattened much of Bay County; Ivan battered Pensacola in 2004; Dennis followed in 2005. Anchoring is not a formality in that context. The unit has to be bolted to a pad heavy enough to resist uplift, using anchor bolts rated for the design load rather than a token set, so the enclosure does not become a projectile.

Water is the second hazard. Hurricane Sally stalled over Escambia and Santa Rosa in September 2020 and flooded on rainfall and surge rather than wind, and surge routinely reaches Perdido Key, Pensacola Beach, Navarre Beach, and the low ground around Destin. A generator set flat at grade in those areas can be ruined by the exact storm it was bought to outlast, so the installer builds the pad up until the base and fuel connections sit above the expected flood level for your address.
